Such SCENIC formed part of the team for the design and building tender for the Kwun Tong Composite Development which comprised of a Civil Service college, form a multi-layer and multi-purpose hub of civil service, community service and circulation-cum-transportation function. Working with design architects Wong & Ouyang SCENIC prepared the landscape and tree related aspects for the tender submission.

The overall concept married ideas of stone as a solid foundation Civil Service College and the surrounding life of the city as metaphorical flows of water and river currents. The water flows are welcomed into the site and create linkages to the surrounding community. The idea of a learning journey represented by the effort to climb a mountain is also part of the symbolic architectural concept which aims to create a sense of place which resonates with the site context and proposed development mix.

Following from these themes the architectural concept for the development symbolizes stone as the solid foundations of the Civil Service College and the surrounding life of the city as metaphorical flows of water and river currents. This metaphor shaped the landscape forms and the creation of incidental spaces and the choices of hard and soft landscape materials.
