The estate was operated by a private non-profit-making organisation providing rental housing for low-income families. It was built in 1965 and 1977 to rehouse tenants affected by clearance of the then Tai Hang Sai Resettlement Area. The planning intention of the redevelopment project is to capitalize the existing on-site land resources to optimize the provision of affordable housing units for the low and middle-income families to meet the pressing demand in the community. The landscape design sought to create a more spacious public streetscape on the ground floor activating the commercial frontages and creating a community park area. Within the development the landscape provides private, multi-leveled open spaces for the tenants responding the needs and aspirations of the residents.
