Cultural and Commercial Development, Quarry Bay

8,500 sqm | Hong Kong

The Proposed Scheme is an iconic, biophilic waterfront landmark in Hong Kong that transforms the shoreline into a vibrant cultural, leisure, and tourism destination. Built on the principles of connection, community, and ecological harmony, this mixed-use development blends public open spaces with premium residential living, celebrating its unique position on Victoria Harbour. The innovative architectural design by  Foster and Partners will create a new icon for Victoria Harbour.

An elevated footbridge will span the IEC, connecting the site directly to Quarry Bay Park and the wider hinterland. Combined with The East Coast Boardwalk beneath the IEC, this project creates a highly accessible, green network that revitalises pedestrian access along the entire Quarry Bay Promenade.

The project reclaims the shoreline for the community, creating a fully pedestrianised environment. Over 30% of the site is given back to the public, replacing vehicle traffic with a vibrant public plaza, event spaces, and a premier food and beverage hub. The ground plane is dedicated almost entirely to open-air public enjoyment, seamlessly integrating with the waterfront promenade.

This development explores biophilic architecture, seamlessly weaving the natural world into the built environment.

Nature in the Space: Shaded pedestrian pathways mimic natural airflows. Dynamic, diffused lighting shifts with the day's natural cycle, while the sight, sound, and touch of Victoria Harbour are pulled directly into the user experience.

Natural Analogues: The building features biomorphic forms, native plant ecology, and sensory textures that mirror Hong Kong's rugged upland topography.

Nature of the Space: The layout balances grand, unimpeded harbour views (prospect) with sheltered, protective niches (refuge) and winding pathways that invite exploration (mystery).

The building's massing respects and replicates the natural mountain backdrop of Hong Kong Island. The Pebble Cultural Venue, at the heart of the site, serves as the visual anchor of the destination.
